Computer query

I recently purchased a re-conditioned computer through an auction house.
I am not happy with their service. I sent it back due to a fault but they will not acknowledge it. Apparently dept of fair trading do not have jurisdiction so I am stuck with it.
I have however just noticed something which hopefully will get me out on a technicality.
I was sold a Hdd 500Gb. When I go into my computer and right click on the "c" drive it says 450GB.
Is this normal??

Thanks guys

Yes, always the case. There is a disparity between measurements that the OS uses and what the manufacturer uses. Technically, the OS is incorrect (figure is correct, but they are not GB).
