Apparently Toddy said the correct procedure was carried out in that the bunker can only assess from the time the ball is played... wouldn't expect anything less from him. Funny how no one knows this until it's too late, every commentator was confused by it. Maybe it was another 5 minutes before kick off memo special?

Storm players wouldn't have finished the tackle at that point, still a3rd and 4th man to come in, then the roll over and rotation of man with the ball
Plenty of time for all our players to get into positions
