Surely the words "shoulder charge" imply some forward movement. If we make that distinguish it becomes a little easier. We all remember the pathetic effort St Merge put in against parra in the first week of the 2009 finals series to ensure Manly missed the second week from 5th. The rule that cruelled us.
Surely if the ball hits the ref then a scrum would be set at the point that the ball hit the ref with the attacking team feeding with the amount of tackles they had kept.
