I think it's just a case of getting the best available players, in the most important positions. Seibs probably sees blooding rookie middles off the bench as a lesser evil than throwing Humphreys into an 80 min halves role in an already decimated team.
Its probably a defensive decision. Lawton as the 14 has been halves cover all season but we haven't needed it. This would suggest he has probably done quite a bit of training there throughout the season. If we were closer to full strength maybe Humphreys gets a shot but it's equally possible...

Caleb is the most likely of the debutants to push his way into first grade for the next month or 2. He would be very handy for us if Pasekas dislocation is bad and Sipleys knee continues to go every other week. We could really use another solid middle.
Sadly I fear you are correct at this point but I do think there is a chance for Simpkin to change Seibs mind with some strong performances in the the meantime.
That was something I noticed on multiple occasions this week. He gets the attention of the entire forward pack with his psychopath run, then backs it up with the same look a few plays later, the defence gets tunnel vision and he uses his footwork/ball playing to create space for others.
