Leagues Club site redevelopment

I'm confused by this paragraph: The leagues club eventually hopes to redevelop the site in a $6 million plan – if it wins a bid for a new lease on the site when the current agreement expires next August.
Can someone explain this?

The Bowling Club site is on Council land and their lease runs out in 2 months.

The merger, if ratified by the relevant Licencing Board, will then upgrade the old site that is now the Bowling Club. The bowling greens may be turned into car parks

Sad state of affairs these days that so many entertainment venues rely on the weak throwing their hard earned mindlessly down a slot to stay afloat.
